On October 1, 2024, the U.S. Department of Homeland Security (DHS) and the Polish Ministry of Digital Affairs (MDA) signed a Memorandum of Understanding (MOU) to enhance cooperation in the areas of cybersecurity and emerging technologies. The agreement solidifies the long-standing relationship between the two countries and establishes a framework for future policy and operational collaboration.
The Key Areas of Cooperation
This initiative also highlights a mutual commitment to strengthening the transatlantic security alliance, especially in addressing global challenges like cybersecurity and artificial intelligence (AI). The MOU outlines key areas for increased cooperation, including cyber policy and strategy development, “Secure by Design” principles, information sharing, incident response coordination, human capital development, and advancements in emerging technologies. It places special emphasis on the secure development of AI and Internet of Things (IoT) technologies, which are seen as critical to future security frameworks.
“This agreement lays the foundation for stronger collaboration, helping DHS and MDA address shared responsibilities and meet our security objectives,” said DHS Under Secretary for Policy Robert Silvers.
He emphasized DHS’s role as a key link for domestic cybersecurity and critical infrastructure, which is expanding to include global partners like Poland: “I am proud to sign this MOU with such a valued ally as Poland,” Silvers added.
Poland as US’s Closest Ally
The signing took place during the White House’s Fourth Counter Ransomware Initiative Summit, which brought together representatives from nearly 70 countries and international organizations. Both the US and Poland, alongside other global partners, reaffirmed their commitment to addressing the rise in ransomware attacks. The agreement also comes as Poland prepares to assume the rotating presidency of the Council of the European Union in January 2025, with priorities that include strengthening US-EU relations and enhancing European information security.
MDA Under Secretary of State Rafał Rosiński, who signed the MOU for Poland, highlighted the importance of cybersecurity for societal safety.
“As we face an array of threats and the potentially disruptive consequences of emerging technologies, it is crucial to partner with our closest security allies,” said Rosiński.
